Gao'an is a city about 50 miles WSW of Nanchang and is the county seat of Gao'an County. The other four babies in our traveling group (my daughter Sara was the only one from her orphanage) were from thisFoster Mom orphanage. We didn't learn much about the orphanage but apparently some of the babies have a "foster mother" (one of the orphanage workers) that they go home with at night. The director and her assistants that came to Nanchang with the babies were friendly and seemed very caring. The babies appeared in good health other than the winter sniffles.

DirectorAnother group of families traveled in November 1996. They did not visit the orphanage either but were given the following information: "The first month the babies stay in the orphanage. The next 8-9 months they go home at night with one of the orphanage workers (foster mom). After about age 10 months they stay in the orphanage at night." (TH)

And from a mom adopting June 2000: "We adopted through CCAI. Our group were the first referrals from Gao'an that CCAI has ever received (from what we were told), so we knew little about how things work there before we left (and not too much now). There were nine babies in our group. We received the babies at our hotel in Nanchang and were not allowed to go to the orphanage. All of the babies had been in full time foster homes (unlike the children referred to in the paragraph above who were only in foster homes at night). Unfortunately, I never did find out if there is a time limit on how long those children would have stayed with their foster families or whether all children are placed with foster families for a short time. The children ranged in age from 8 months to 1year. All were well cared for, although several were quite small and one has a correctable medical condition. Our daughter is wonderfully healthy, outgoing and has adjusted well to all the changes in her life. She was quite traumatized at first as she was quite attached to her foster mother. Now she is bonded well with both my husband and I." (MS)

A mom adopting in October 2001 received referral paperwork indicating that her daughter was from Gao'an but after she arrived in China found out that her daughter had been in foster care in Fengcheng.  And a mom adopting in September 2001 was told that her daughter was from Fengcheng but that her papers said Gao'an because Fengcheng didn't yet have permission to do international adoptions on it's own.  And a Gao'an adoptive mom was able to visit the Gao'an orphanage and the Fengcheng orphanage.  So it appears there is some connection between these two orphanages.  Maybe Gao'an is the county seat for the area that Fengcheng is in.  There was a similar relationship between Leping and Jingdezhen in the past until Leping began doing international adoptions on their own. (IB)
